Mauritius’s Real Estate Agent Authority (REAA) registration process opened on 1 August 2026 for real estate agents, land promoters and property developers. The Authority says applications are made through the Economic Development Board’s National E-Licensing System (NELS). Company registration alone is not REAA registration.
This guide summarizes the Authority’s published application information as checked on 22 October 2026. Requirements can change. Confirm your applicant category, supporting documents and transition date with REAA before relying on this checklist.
Who should check whether registration applies?
The REAA FAQ says registration applies to individuals, companies and sociétés/partnerships involved in activities such as negotiating a sale, purchase, exchange or lease; procuring prospects or parties to a real estate transaction; real estate management as a consultant or agent; and advertising or holding oneself out as engaged in real estate agency business. It also includes land promoters and property developers.
The Act and its commencement provisions control the legal scope. A property owner handling a private sale is not necessarily conducting a regulated business, while recurring paid management or transaction activity may fall within a regulated definition. Ask REAA for written guidance where the business model is unclear.
REAA application fees published by the Authority
The REAA website lists these charges:
| Applicant category | Application processing fee | Registration fee shown by REAA |
|---|---|---|
| Real estate agent | MUR 2,000, non-refundable | MUR 20,000 per year |
| Land promoter | MUR 2,000, non-refundable | MUR 100,000 per year |
| Property developer | MUR 2,000, non-refundable | MUR 100,000 per year |
The processing charge is per application. A company or partnership may need a separate application from its nominated individual. Check the regulations and current payment screen before applying.
Application steps
- Confirm your category and activity. Check the REAA Act and ask the Authority if your work could be real estate agency, land promotion, development or real estate management.
- Create an EDB NELS profile. REAA instructs applicants to use the National E-Licensing System. Its FAQ says to enable both SMS and email notifications so application requests and payment notices reach you.
- Prepare the category-specific file. The REAA website publishes separate lists for individuals and for companies or sociétés/partnerships. Upload files in the formats requested by the portal.
- Complete declarations and fit-and-proper information. The Authority lists a fit-and-proper questionnaire and requires supporting information for relevant directors, nominated agents and compliance officers.
- Submit and pay the processing fee. The REAA FAQ says fees are paid online through NELS.
- Wait for the Authority’s decision and pay the applicable registration fee if approved. Do not describe a pending application as an issued registration.
- Complete the FIU step. REAA’s FAQ says successful applicants must apply for FIU registration within five working days of receiving the REAA certificate.
Documents to prepare
The official checklist differs by applicant category. For an individual, REAA lists identity and recent proof of address, contact details, a work or occupation permit where relevant for foreign citizens, business registration information, certificate of incorporation where relevant, tax details, certificate of character, a one-year business plan, education/professional records, work history and affidavit where applicable, authorisation and fit-and-proper information.
For a company or partnership, REAA lists identity and address details for relevant members, partners or directors and certain officers; business registration and incorporation documents; tax information; character and professional records; a structure chart through ultimate beneficial ownership; a certified company resolution; and fit-and-proper information. The REAA page marks some documents as required from the nominated member/director and specified compliance officers. Use the live category checklist rather than assuming that every document applies to every applicant.
Transition period and timing
The official proclamation brought sections 16, 18, 19, 21, 23–32, 42, 44 and 46 of the Act into force on 1 August 2026. Section 46 says a person already acting as a real estate agent before commencement must apply no later than six months after commencement. Do not rely on an earlier date repeated in third-party coverage unless REAA confirms it applies to your case. Submit promptly and ask REAA to confirm the deadline and how the transition applies to your circumstances.
FIU and ongoing compliance
The Act says a real estate agent must apply to register with the Financial Intelligence Unit within five working days of registration. The FIU identifies real estate sector reporting persons and publishes AML/CFT resources. The scope of reporting, customer due diligence, record keeping, reporting and officer appointments depends on the activity and business structure; use the current legislation and FIU guidance, and obtain specialist advice where required.
The Act also says a real estate agent must furnish security before registration. The 2026 Registration and Fees Regulations reviewed for this guide list processing, certificate, renewal and register-inspection fees, but do not state the amount or method of security. Confirm that requirement directly with REAA before budgeting or submitting.
After registration
The 2026 regulations say a certificate is valid for one year. Apply for renewal at least 30 days before expiry. The regulations also require advertisements to display the agent’s full name and registration number and prohibit misleading advertising. Confirm all ongoing duties in the current Code of Conduct and the Act.
